accel/ivpu: Fix deadlock in ivpu_ms_cleanup()

In the Linux kernel, the following vulnerability has been resolved: accel/ivpu: Fix deadlock in ivpu_ms_cleanup() Fix deadlock in ivpu_ms_cleanup() by preventing runtime resume after file_priv->ms_lock is acquired.
